International law prohibits civilians from collaborating with an occupying power, as this can involve aiding the enemy, and depending on the circumstances, it may be considered a war crime. International humanitarian law regulates military occupation, and it is a temporary situation with no transfer of sovereignty to the occupying power. Civilians are not obligated to assist the occupying force and owe no allegiance to it.
