Attacks must adhere to the principles of distinction, proportionality, and precaution, meaning they can only be directed at military objectives, and any incidental harm to civilians must be excessive, and constant care must be taken to spare them. The destruction of private property as punishment, intimidation, or "scorched earth" is a war crime.
