The Israeli leadership, including members of its organization structure and members of affiliating and or assisting entities, are a war belligerent in Gaza, and 'occupying' belligerent in the West Bank since 1967, as they never lifted the declaration of war announced by the then-prime minister Levy Eshkol. The international humanitarian law (IHL) prohibits ordering the displacement of civilian populations unless required for their security or for imperative military reasons. In such cases, the displaced population must be received under satisfactory conditions of shelter, hygiene, health, safety, and nutrition.
