The Israeli leadership, including members of its organization structure and members of affiliating and or assisting entities, are a war belligerent in Gaza, and 'occupying' belligerent in the West Bank since 1967, as they never lifted the declaration of war announced by the then-prime minister Levy Eshkol. International law prohibits an occupying belligerent from transferring its own civilian population into the occupied territory. This is a strict prohibition under Article 49 of the Fourth Geneva Convention.
