Destruction of infrastructure essential for civilian survival, such as water supplies, is strictly forbidden. While Israeli occupying belligerent can make some destruction for military necessities, it must also protect and administer the territory to benefit the local population and permit its normal life and development. The latter is not the situation in the West Bank.
