International law prohibits conflating the occupied people with resistance, as this is a violation of the rights of civilians. An occupying power is obligated to administer the territory temporarily without acquiring sovereignty and must respect the rights of the civilian population. When an occupying power treats all residents as combatants, it illegally denies them the protections of international humanitarian law, such as the Fourth Geneva Convention, and can be prosecuted for war crimes.
